A 33-year-old registered sex offender is in custody at the Purgatory Correctional Facility after allegedly exposing himself outside a St. George municipal pool while on pretrial release for prior lewdness charges.
July 23 Incident and Police Response
According to court filings, St. George police officers dispatched to the city pool on July 23 following a report from a bystander regarding an individual engaging in inappropriate conduct outside the facility.

Witness Observation: A witness sitting on the pool lawn reported observing a male leaning against parked vehicles before shifting locations when noticed. The witness stated the individual was looking through the slats of the pool fence, exposing his genitals, and touching himself inappropriately.

Apprehension: Responding officers located a suspect matching the witness’s description near the scene. When instructed to stop, the individual refused to comply and attempted to walk away.

Identification: Officers detained the suspect, identified as Vincent Victorio Galamay, placing him in a patrol vehicle where the witness confirmed his identity.
Outstanding Warrant and Criminal History
At the time of his arrest, Galamay was subject to an active Washington County warrant stemming from a prior lewdness violation while on pretrial release.

Pretrial Violation: Law enforcement officers had notified Galamay of the outstanding arrest warrant two days before the pool incident. According to court records, Galamay told officers he had no intention of resolving the warrant.

Prior Record: Police reports indicate Galamay’s criminal background includes multiple prior arrests for lewdness and sexual violations involving minors, as well as a past conviction in California for sexual conduct with a minor more than three years younger than him.

Pending Charges: Galamay faces new charges including third-degree felony lewdness by a sex offender, Class A misdemeanor failure to stop at the command of a law enforcement officer, and Class B misdemeanor unlawful absence after pretrial release.

The arresting officer requested that Galamay be held without bail, citing his transient status, lack of ties to the local area, and concern for public safety. The court granted the request, and Galamay remains incarcerated at the Purgatory Correctional Facility.
